Project Bioshield Act

The Project Bioshield Act was an act passed by the United States Congress in 2004 calling for $5 billion for purchasing vaccines that would be used in the event of a bioterrorist attack.[1] This was a ten-year program to acquire medical countermeasures to biological, chemical, radiological and nuclear agents for civilian use. A key element of the Act was to allow stockpiling and distribution of vaccines which had not been tested for safety or efficacy in humans, due to ethical concerns. Efficacy of these agents cannot be directly tested in humans without also exposing humans to the chemical, biological, or radioactive threat being treated. In these cases efficacy testing follows the FDA Animal Rule for pivotal animal efficacy.[2]
Since the 2001 terrorist attacks, the United States government has allocated nearly $50 billion to address the threat of biological weapons. U.S. funding for bioweapons-related activities focuses primarily on research for and acquisition of medicines for defense. Biodefense funding also goes toward stockpiling protective equipment, increased surveillance and detection of biological agents, and improving state and hospital preparedness. The increase in this type of funding is mainly for this Project BioShield. Significant funding also goes to BARDA (Advanced Research and Development Authority), part of HHS. Funding for activities aimed at prevention has more than doubled 2007 and is distributed to 11 federal agencies.[3] Efforts toward cooperative international action are part of the project.

WASHINGTON, N.Y., March 9 (UPI) -- The U.S. Senate passed a bipartisan biodefense bill that should help strengthen U.S. response to a bioattack or disease outbreak, a senator from New York said.
Sen. Kirsten Gillibrand, D-N.Y., said the Pandemic and All-Hazards Preparedness Act Reauthorization will equip federal agencies and hospitals with the necessary tools to prepare for and adequately respond to a wide range of public health emergencies, from natural pandemics to bioterror threats.
Gillibrand said the measure would help ensure America's emergency preparedness.
"Bioterrorism and a major outbreak of infectious disease is one of the most deadly, imminent threats we face," Gillibrand said in a statement. "We can't afford to wait for the next outbreak to occur to get serious with a real plan to protect our families. This must be a national security priority -- with investments in prevention and preparedness, research for lifesaving vaccines, and arming our country with a healthcare workforce ready to take action (??? LIKE TSA??) and save lives in the event of an outbreak."
The law includes Project BioShield, which includes the procurement and advanced development of medical countermeasures for chemical, biological, radiological and nuclear agents, including those for pandemic influenza.
The legislation aims to streamline disparate public health and medical preparedness strategies to ensure the nation is prepared for health threats or incidents with potentially negative health consequences, Gillibrand said.

KEN BANTA leads Corporate Strategic Affairs at Bausch + Lomb, the global eye health company. As a participant in the B+L top management team, Mr. Banta is engaged in all aspects of driving a high performance transformation agenda for the company, reporting to the CEO. Key responsibilities include developing and driving a new operating model and long-term strategy for the company, working cross-functionally to build a new high performance culture and performance management system, and competitively positioning B+L with key customers and others.
Previously, Mr. Banta as head of Corporate Strategic Affairs at Schering-Plough Corporation, the global, research-based pharmaceutical company. In this role, Mr. Banta was responsible for providing strategic counsel and leadership on a wide array of company priorities. He worked directly with Chairman and CEO Fred Hassan and other members of the top management team. He reported jointly to Mr. Hassan and to the corporate general counsel. Mr. Banta's work centered on driving the continuing transformation of Schering-Plough, which became one of the most dynamic companies in the global biopharmaceutical sector. When he joined the company with CEO Hassan in the spring of 2003, the company was under severe stress and suffering from declining sales and earnings. The subsequent turnaround executed by the new management team was one of the most dramatic and robust on record. In 2007, Schering-Plough acquired the Dutch biopharmaceutical company Organon BioSciences for $15 billion. Mr. Banta played a significant role in the integration process. Unusually for such a deal, the combination became accretive early in the first year and is regarded as one of the most successful pharmaceutical industry acquisitions in recent history.
Prior to joining Schering-Plough, Mr. Banta had extensive experience in other large, global change initiatives, working closely with Fred Hassan. He headed strategic communications at the global pharmaceutical company Pharmacia Corporation until Pharmacia’s acquisition by Pfizer in April of 2003.

So basically its gonna be....
1) Some kinda manufactured globe threatening event at the London Olympics such as a huge nuke terror attack or alien invasion.
2) Vaccinate half the population of the Earth with extremely dodgy needles that turn them into zombies.
3) Get the other half of the population of the Earth to lose their minds and murder the unfortunates having been totally brainwashed by Walking Dead and similar 'programming' plus video games/ zombie flicks.
4) Zip up the eschaton and get anyone left to actually worship satan.
meh....predictable-a-mundo.
I'll be having a very long lie down in a field somewhere while all this is kickin' off.
