Specific RAND policies that became operative include our ICBM program, prime analyses for U.S. foreign policy making, instigator of space programs, U.S. nuclear policies, corporate analyses, hundreds of projects for the military, the Central Intelligence Agency (CIA) in relation to the use of mind altering drugs like peyote, LSD (the covert MK-ULTRA operation which lasted for 20 years).

Delphi Method
The Delphi method (pronounced /ˈdɛlfaɪ/ DEL-fy) is a structured communication technique, originally developed as a systematic, interactive forecasting method which relies on a panel of experts.[1]
...The person coordinating the Delphi method can be known as a facilitator, and facilitates the responses of their panel of experts, who are selected for a reason, usually that they hold knowledge on an opinion or view. The facilitator sends out questionnaires, surveys etc. and if the panel of experts accept, they follow instructions and present their views. Responses are collected and analyzed, then common and conflicting viewpoints are identified. If consensus is not reached, the process continues through thesis and antithesis, to gradually work towards synthesis, and building consensus.

Capitalism has entered a blind alley, where the existence of private ownership and the nation state now act as a colossal brake on the development of the productive forces. The decade between 2000 and 2009 saw average growth rates fall to 1.7% per year, the worst decade since the Second World War. It is a symptom of the complete impasse of capitalism.

Catholic Socialism: Briefly Defined
A faithful reader of The Vatican Lobby has requested that I briefly explain what I mean by "Catholic socialism." This reader feels that pushing these two terms together is oxymoronic, and he is certain that the Roman Catholic church expressly condemns all tenets of socialism. And he is not alone in thinking this way. Many Catholics believe as such, and they believe it because the church has said so numerous times.
Clever wordplay, however--as I have stated often--easily obscures the truth.
Socialism, as the word is commonly used today, usually implies some kind of belief in a "community of goods." It traditionally refers (especially in America) to Soviet-style Communism founded upon the atheistic thought of Marx, Engels, Lenin, and Stalin. The Catholic church has indeed spoken out against this ideology for more than a century, rightly condemning its godless and backward reasoning as destructive to humanity. However, this opposition to atheistic Communism by no means precludes the church from endorsing "Catholic social teaching" or what I like to call "Catholic socialism."

According to an embedded MS Word document found in one of the HB Gary emails, it involves creating an army of sockpuppets, with sophisticated "persona management" software that allows a small team of only a few people to appear to be many, while keeping the personas from accidentally cross-contaminating each other. Then, to top it off, the team can actually automate some functions so one persona can appear to be an entire Brooks Brothers riot online.
This is an excerpt from one of the Word Documents, which was sent as an attachment by Aaron Barr, CEO of HB Gary's Federal subsidiary, to several of his colleagues to present to clients:

Persona management entails not just the deconfliction of persona artifacts such as names, email addresses, landing pages, and associated content. It also requires providing the human actors technology that takes the decision process out of the loop when using a specific persona. With a pool of these accounts to choose from, once you have a real name persona you create a Facebook and LinkedIn account using the given name, lock those accounts down and link these accounts to a selected # of previously created social media accounts, automatically pre-aging the real accounts.Yes!!! That's how democracy and the first amendment are supposed to work.

There are a variety of social media tricks we can use to add a level of realness to all fictitious personasI don't know about you, but this concerns me greatly. It goes far beyond the mere ability for a government stooge, corporation or PR firm to hire people to post on sites like this one. They are talking about creating the illusion of consensus. And consensus is a powerful persuader. What has more effect, one guy saying BP is not at fault? Or 20 people saying it? For the weak minded, the number can make all the difference.

TIHR responds to the House of Lords
We have recently submitted a response to the House of Lords Science and Technology Select Committee’s call for evidence for behaviour change of travel-mode choice interventions to reduce car use in towns and cities.
Our response draws upon our ongoing work with the Department for Transport and Cycling England through the Evaluation of Investment in Cycling Cities and Towns
(in Partnership with AECOM and University of West England) as well as the Tavistock Institutes of Human Relations’ (TIHR) extensive work on behaviour change.
TIHR’s response discusses the development of broad cultural assumptions that car use is the ‘norm’ mode of transport, which has been informed by policy decisions and the power of infrastructure over influencing travel mode decisions. In many respects, the lack of suitable cycle infrastructure is a result of a ‘vicious circle’ where poor infrastructure has led to fewer people choosing to cycle, which in turn has led to less public demand for suitable infrastructure.
Our response also highlights that behaviour change interventions targeted at individuals have an important place in the overall strategy to change travel choice. However, it is likely that the impact of such interventions will be limited until an understanding of the needs of all road users have been ‘mainstreamed’ in all relevant areas of policy and practice.
The report also illustrates the important role of Local Authorities in delivering behaviour interventions to change travel mode choice. However, in order for this to be effective the numbers of, and seniority of, alternative modes or travel staff and transport analysts need to increase, in addition, levels of engagement with senior management and politicians need to heighten in order to generate buy-in. An environment that supports cross sectoral, cross departmental engagement may be crucial to the mainstreaming of alternative choices of transport choice. At present alternative modes of transport staff are relatively junior and small in numbers. This results in activities such as evaluation of initiatives and interventions not being firmly embedded in the culture and practice of the transport sector

The FBI launched this week a massive program aimed to record all citizen’s biometrics data. This will eventually enable instant surveillance and recognition of any individual walking on the street or entering a building. The 1 Billion $ deal was awarded to Lockheed Martin - world’s largest defence company, who is part of elite groups such as the CFR (Council of Foreign Relations) and the Trilateral Commission. In short, Lockheed Martin is the official defence company of the world’s shadow government.

IMF Chief Dominique Strauss-Kahn Charged With Rape, Sexual Abuse, Unlawful Imprisonment

International Monetary Fund chief Dominique Strauss-Kahn allegedly forced a New York City hotel housekeeper to perform oral sex and submit to anal sex, in addition to allegedly attempting to rape her, according to a complaint filed today by the office of Manhattan District Attorney Cyrus Vance.
The complaint charges Strauss-Kahn with two counts of criminal sexual acts in the first degree, one count of attempted rape, sexual abuse in the first degree, unlawful imprisonment, sexual abuse in the third degree and forcible touching.
The complaint says he forcibly touched the housekeeper's breasts, attempted to pull off her panty hose, twice "forcibly made contact with his penis and the informant's mouth" and that "the defendant engaged in oral sexual conduct and anal sexual conduct with another person by forcible compulsion."
Strauss-Kahn sat briefly next together alleged criminals at the Criminal Court building at 100 Centre Street this morning who were brought in to be arraigned on such charges as crack possession or trespassing.
Looking haggard and wearing a raincoat over the clothing he has worn since his arrest Saturday evening, Strauss-Kahn spent a few moments in court before court officers removed him to a holding pen in the back as the judge, Melissa Jackson, worked her way through a docket that included no other bold-face names.
Strauss-Kahn has yet to enter a plea, but his attorney, Ben Brafman, told the court today that his client had a "very important" incentive to clear his name.
He added that it was inaccurate to say Strauss-Kahn rushed to the airport, where he was sitting on an airplane when he was arrested. Brafman said his client had been at a several-hours-long lunch appointment between the time of the alleged incident and the flight from Kennedy Airport.
Brafman also argued that the evidence was inconsistent with a forced encounter. He said his client was willing to stay with his daughter, who lives in New York City, as he defends himself against the charges, but the district attorney had asked that he be held in jail.
The IMF head and possible contender for the French presidency was arrested Saturday after a New York hotel maid went to police, alleging that she was assaulted in Strauss-Kahn's luxury hotel suite.
